[TYPO3-english] Moving pages permissions without deleting permission

Hi all!

Is it possible to give moving page permission to BE user without deleting 
permission?
I set deleting pages access to disable (I want user to hide pages only), but 
I want to allow user to moving pages (from one level to another too).
If typo3 has no such possibility, is it possible to write some extension to 
realize this?
