[TYPO3-english] typoscript parameters get lost!

i have some weird behavior here on my system:
i set a parameter
plugin.tx_stoeflncomments_pi1.updateNewsItemDate = 1
on a subpage of my site, and it gets shown in the objectbrowser.
but as soon as i debug my conf in my plugin the parameter doesnt show 
up! i dont know what happened and how long this behavior exists - just 
noticed it.

when i edit the static-typoscript file and clear the cache the changes 
are visible in my debug-output, but changes made in the templates are 
not.. :(

any ideas?
