[TYPO3-english] sys_be_shortcuts

Hey Steffen,

Well at one point the shortcuts just disappeared. Adding
"options.enableShortcuts = 1" in my userTSconfig enabled it again. Could not
find that "options.enableShortcuts = 0" in any config though.
