[TYPO3-english] Special charachters in language

There are some special characters in the Sami language, which are displayed 
correctly in htmlarea but not in titles and page titles. For example Ciegus 
sánit is displayet correctly inside htmlarea, but is converted into 
Čiegus sánit when saved in BE. And the title is also displayed as 
Čiegus sánit in FE.

Are there someone who knows what to do in order to get the special 
characters to display correctly?
