[TYPO3-english] Comments extension UTF-8 problem - corrected link

Hello ,
Thank you very much.
I have these settings in the localconf.php . Also everything is set 
truly in the database and I see the results seamlessly.  The only wrong 
thing is the (INPUTBOXES) that it seems incorrectly read the data from 
the cookie for a pre-set user sepc.

I've also resaved the template file as UTF-8 encoding but this has not 
effect.
