There was a discussion about a general category extension.

There is already a general tagging extension: tagpack. I tried an older
version and it took me a long time to make it work (primarily because I
wanted to use it with DAM, which lacks a standard FE rendering method for
its records).
Recently some newer versions were published and I believe that it is
easier to get it working.

Tagpack extends the BE form with an extra tab where you can attach tags to
a record. It has a nice AJAX search form to make it easier to find
existing tags to attach.

I don't think the general category extension (something that should become
a standard in T3) has been released (yet?)
