[TYPO3-english] cooluri and language tag - /de

Andreas,

we don't want to work with rlmp_language_detection for current projekt, as
we always want to open the default page(german ) first.
so problem is:

I think it does not add L=[default language id] to links. Question is, how
to config TYPO3 to ALWAYS
add the L-parameter to links.
