Sitemaps do not have a concept of root page :) They are flat, not hierarchical :) They lust list pages one after another without any special order or priority.

Sitemap uses the same URLs that TYPO3 does. So if you can make TYPO3 generate that page as http://www.example.com/, sitemap will do the same.
