[TYPO3-english] Update 4.2.6 problem with update wizard

For the sake of completeness, this is not quite true (it was late 
yesterday evening ;-) ).

The fact is that the update wizard used double quotes until rather 
recently. Then it was changed to use single quotes (which is cleaner). 
Now when you update the compatibility version, the update wizard looks 
for an entry using single quotes. Thus the entry with the double quotes 
gets ignored and - depending on its placement - overrides the entry with 
the single quotes.
