[TYPO3-english] ts config documentation

Hi,

TSconfig Reference used to be here:
http://typo3.org/documentation/document-library/references/doc_core_tsconfig/current/

now there are only TYPO3 Core API and TSRef.

Now the tsconfig is kind of hiding in Core Documentation as the 6th in 
the list.

So, in the Documentation page the "4.Learning more about..." links 
wrongly the TSConfig Reference. Probably some other links also don't 
work. Just thought to inform... sorry if this is not the right list to 
do this.
