[TYPO3-english] BE localization

Folks,
I have a project that is French.
Me and other developers do not know French well. So we develop the project 
hacing English as default languge and French as second language.
One of requirements of the project is to have the BE in French too.

Is it possible to have the Pages tree to render not in default language? but 
in the overlay language?
Is it possible to have tt_news categories to render in overlay language and 
not in default one?
all these of course after one select French as his/her BE navigation 
language in User/Setup options.
