[TYPO3-english] tt_board and german umlauts

I just installed tt_board on my site to get a small and easy forum and it 
seems ok until I tested german umlauts.

entering
ae = ä
oe = ö
ue = ü
sz = ß
Ae = Ä
Oe = Ö
Ue = ü

stores this in the database:
ae = Ã¤
oe = Ã¶
ue = Ã¼
sz = Ã?
Ae = Ã?
Oe = Ã?
Ue = Ã?

my site is TYPO3 V 4.2.1 on UTF-8

other content and forms does not have any problems with umlauts

are there additional configuration I have missed?
