[TYPO3-english] Text w/Image - secondary options checkbox not working

hello,

using 4.21 (WEC install)
editing in firefox

When editing images using "Text w/Image", ticking the "show secondary
options checkbox" has no effect for 'basic user'. Even after checking
the box, the secondary options still don't show ... i.e image width,
click-enlarge and other options can't be managed.
'Admin' does have default access to these options (unchecking this
same checkbox has no effect in removing secondary option display)

Is there a workaround in TSconfig? Can I maybe just enable all
secondary options somehow?  I'm newbie, so please explain as much as
possible.
