[TYPO3-english] Non-admin backend user can't insert translation

Woho! Thanks, that works. You rock!

I set the rights to the tables (but already forgot where that was.. I'm
still learning, and it's a lot at once), but didn't check 'Alternative Page
Language', because I thought that would give my editor the right to insert a
new language for my website. I should have thought twice..
