[TYPO3-english] really odd behaviour with (utf8?) chars in BE

on a server, all TYPO3 isntallations (tested from 4.1.6 to 4.2.3) show this really odd behaviour:

in the setup module, the "static" text shows "br /" and "b" , intead of writing the html code "<br />" and "<b>"

this happens in a default empty 4.2.3 intallation, both if i have or not the force charset to utf8

this "bug" get other major problems like templavoila not interpreting well utf8 imported templates, and in general utf8 string renderings


it's on a Linux Gentoo server, PHP 5.2.6

obvioulsy i have several servers and never seen something like this.

anybody any clue?
