[TYPO3-english] T3 4.2.3 creating links throws error "jumpToUrl is not defined"

Hi,
I use T3 4.2.3 and if I try to create a link on a page I get the 
JavaScript error "jumpToUrl is not defined". Also: It is not possible to 
select different tabs in the window.

Btw: bugtracker login is not possible.

What to do?
