But this article tells you what owner, group and permissions should
be :)

Check my article. It tells you what owner and group you should have
for each directory. It also tells you what permissions you should
have for each directory.

You can also take a look to the typo3-4.3-general mailing list,
there is a topic about INSTALL.txt. You will also find information
about permissions there.

You definitely need to ask system administrator to fix permissions.
Do not do it yourself.
