[TYPO3-english] stange characters

Hi could anyone help me with this.
I am using typo3 4.2 with the default rich text editor.

in the fontend of the website any apostrophe ( ' ) seems to appear as ’
but when I clear the page cache it returns back to an apostrophe.

Does anyone have an idea a to why this is happening?
