[TYPO3] configuring TOOL module for a BE group (not admin)

hi everybody, 

trying to configure allowed modules for a BE users group, I see that seems there's no way to allow any of the TOOL group modules for a not admin user....
Funny is that all loaded extensions related to that group of modules appear correctly on that list...

Anyone knows why? Are tool modules exclusive of admins?
