[TYPO3] Does Direct Mail have a limit of 400 recipients?

Hello,

According to a Dutch Typo3 book, Direct Mail has a limit of 400 
recipients at a time. Which is way to limited for me. But I can't find 
any reference to this limit online.

In general, what Newsletter extension is best used for sending 
newsletters (not spam of course) to possibly millions of recipients? 
With the possibility to select categories and language on subscription.
