[TYPO3] can't upload my extension to TER: Access denied.

Hello everybody

I would like to upload my extension to TER, but it just says: 

Access denied. 

I registred the extension key (already did it again) and my login works. My 
username is Phlogiston and the extension key: t3f_rating_tool.
