[TYPO3] a thought about security announcements and automatic security alert

I have finally started writing down my ideas for that. I wouldn't say 
it's complete, but it's a start.

The base source code uploaded just defines database tables and a 
skeleton BE modules that just shows registered remote TYPO3 installs.

If you're interested in participating, please register yourself as a 
member of that project.
