[TYPO3] php in typoscript

hallo everybody
 
I have a FCE which have two elements:
field_title: TITLE
field_content: CONTENT BLA BLA
 
what i want to do is that when one adds such a FCE the system can automatically add a related link which link to the page named TITLE.
for example
field_title = TITLE
field_content = ABC
 
then the page looks like
TITLE
ABC
<a href="...index.php?id=10#TITLE">fixed name</a>
 
How can I implement this function
