[TYPO3] a thought about security announcements and automatic security alert - part II

hello

A few days ago we had a thread:
"a thought about security announcements and automatic security alert"

It was quite long so I start a new thread as summation.


Some nice ideas were introduced like:
1. general survey system by Francois Suter
2. remote upadate through master EM by Jeff Segars


But before these two will be released some day (I hope so) we *anyway* 
need the standardized security bulletin file format to be available 
somewhere at typo3.org.

I gathered all the clues from the previous thread (from Dmitry, Georg, 
Markus) and created a proposal in the wiki:

I'd like to ask you if you could have a look at this, maybe you will 
find some mistakes or propose better structure.

If nobody will object I will send that proposal to Security Team to have 
their opinion and if they will accept it I will create initial file.

Plz have a look at this so we can go further with this issue.
