[TYPO3] Pagetree and Listtree empty in 4.2.1 for non admin users

I tried your suggestion, I inserted base as shown
- root
|
+-- base <-- added shortcut to TestPage; set DB Mount here
|
+-- TestPage
|
+-- Page 2
The site displays correctly in the FrontEnd.
Neither base nor TestPage will persist as a DB Mount. I can highlight one or
both of them and save, but when I check back neither is highlighted and
there is no DB Mount for the user.
If I (admin) switch to the user and check the Workspace Manager | Workspace
List, it always says that "Database mountpoints: Mount points from
user profile are used." whether I have checked Mount from groups: DB Mounts,
or left that un-checked and defined the DB Mount within the user profile.
Either way, the DB Mount is empty when I switch to the user, or log out as
admin and log back in as the user. The user is a member of group Editors. It
doesn't matter whether I define the DB Mount in the Editors group and use
that in the user profile, or define the DB Mount directly in the user
profile.
Further ideas welcomed.
