Bug is written about it in https://bugs.typo3.org/. There are several such bugs for different extensions. Manual opens fine with OpenOffice, it has correct format but TER fails to parse it.

I afraid no one is going to look into it. TER is left without any support at the moment, so no way that it will be fixed any soon.
