[TYPO3-english] static_info_tables: Albacete is missing as spanish country zone

Hello,

I've noticed that there're only 51 provinces at static_country_zones for
Spain, when really there're 52 [1]. The one missing is Albacete [2]

I've just created a little patch to add this province [3], only one line
to be added at "ext_tables_static+adt.sql":
INSERT INTO static_country_zones VALUES ('483', '0', 'ES', 'ESP', '724',
'Albacete', 'Albacete', '');

But, I have a doubt about the uid selected for this province (I've
selected the first free uid).

BTW, I've tried to create an issue at forge [4], but I get the next
error:
"No tracker is associated to this project. Please check the Project
settings."
