[TYPO3-english] CHC forum and UTF-8

I tried with this dirty hack

#added replace
$theText= str_replace("ä", "ä",$theText);
$theText= str_replace("ö", "ö", $theText);

to solve it but that didn't help and I don't figure why.

the place is correct - I tested with another replace.
