[TYPO3-english] Explicitly allow/deny

hi,
I'm exhausted with this one stupid problem for which I just can't seem 
to find an answer.

In BE user group administration the field *Explicitly allow/deny field 
values:
all the values are allowed by default. I would like to deny them all as 
a default value. Where can I do that?

Sorry if this is obvious - I'm in such a hurry and haven't been able to 
google or csh or tsconfig the answer..
