[TYPO3] fOpen Error in backend when accessing "functions" for any page

I went to go and add serveral subpages, so I went to the functions section in the BE, and in the far right panel, I got this error:
 
Warning: fopen(/home/rcbit/public_html/typo3temp/llxml/xml_cb8bcedb30.default.iso-8859-1.cache) [function.fopen]: failed to open stream: Permission denied in /home/rcbit/public_html/t3lib/class.t3lib_div.php on line 2438ERROR: File not written to disk! Write permission error in filesystem?
 
I check the permissions for /home/rcbit/public_html/typo3temp, it was set to 755, I tried changing it to 777 but the error is still persiting.  Even if I try selecting a page.  Any suggestions?
