[TYPO3] Create upload folder on wampp

Oi list - please help out with and old problem.

I am using TYPO3 locally on a Windows XP/xampp1.6.6a/TYPO3 4.2.0RC2 pc.
every time I install an extension that needs an upload folder I have to ad 
it manually.
I have looked at basic config in the install tool and I do not have any red 
x.

I use a xampp1.6.6a from Apache Friends and I am logged on the pc as an 
administrator and onto TYPO3 as default admin.
