[TYPO3] link code changing

I have a user who is putting in href  link into the code version of the
WYSIWYG and when saved, it returns a yellow box with red outline.  Returning
to the code view, TYPO3 has changed some of the carrots to &lt, and the
ampersand was changed to &amp.  Why is this happening?
