[TYPO3] be user's TSconfig is not working

Hi all

I have create a  be user (not admin) and wrote following code in its 
TSconfig field

admPanel {
   enable.edit=1
}

and also wrote

page.config.admPanel=1

in main template's setup field.

but when I logged in, there was no admin panel.

Is there any mistake ?.
