[TYPO3] Not able to create frontend users

Answering my own thread here:

You can only store website (fe) users and usergroups in sysfolders. Now it
works.

I'm using TYPO3 version 4.0.5. For some reason I don't see "website user" in
creatable content items. Any idea why I can't create frontend users?
