[TYPO3] Unable to Clear FE Cache

Hi,

I'm using Typo3 3.8.1 and I'm unable to clear the front end cache.  
Everytime I try I get the message:


      Precondition Failed

    The precondition on the request for the URL /typo3/tce_db.php
    evaluated to false.

    ------------------------------------------------------------------------
    Apache/1.3.33 Server at www.frickers.co.uk Port 80


I've searched, but can't find any references to this message.  What do I 
need to do to clear the cache?
