[TYPO3] Clearing FE Cache - Precondition Failed

I'm using Typo3 3.8.1

When I try to clear the front end cache I get:


      Precondition Failed


    The precondition on the request for the URL /typo3/tce_db.php
    evaluated to false.

    ------------------------------------------------------------------------
    Apache/1.3.33 Server at www.xxxxxx.co.uk Port 80


What can I do to rectify this?
