No, it does not mean that. Extensions can have translation in them and 
mailformplus does, which is clearly seen here:

But this is discouraged and all system extensions have translation in 
separate language packs.

ts_language_de was last updated on 27.06.2002. Guess if it is up-to-date ;)

You need to got to EM and fetch German language pack.
