[TYPO3] make page a link pointing to a section of another page?

Hi,

I need to create a page tree like this

Fullcontent
  section1
  section2
  section3

The Fullcontent page has three content elements.  I want section1 to be a
link pointing to the first content element in the Fullcontent page, and
page 'section2' be a link pointing to the second content element in
'Fullcontent', etc. etc.  Seems like the only way to make page a link is
use type 'External URL' in page properties.  So I have to find out the
anchor ID for the content element to put in external url something like
http://..../blah#50.  It works in FF.  But that doesn't work in IE at
least 7.  I also tried to make 'section1' shortcut pointing to the first
element of the Fullcontent page.  But on the frontend, I got

Error!
Page shortcuts were looping in uids 2792,2792...!

Can a page be made a link like what 'insert web link' in RTE does, that is
it can link to page, file, external URL or Email?

I'd welcome any ideas.
