[TYPO3] empty site

To do a new site, you need to setup a template first. This can be done
using the inbuilt Typo3 template method, or better still, using the
TemplaVoila extension:-

I have been learning typo3 for quite a while now by using a dummy site
but
now want to start an empty site. I have re-installed it with no site but
when I click on Page from the admin menu it just says New Typo3 site and
there seems to be no way to make pages to get going - any ideas anyone?
