[TYPO3] RTE config depending on page_Language

configuration of RTE has been done in basic plugin configuration, page 
TS config and some issues in user TS config. But there is not config, 
which could be used from TS templates.

Page TS config allows to config on branch level - some config can be 
different for different languages, if languaes use different branch.

I don't know if page TS config support condition but at least I don't 
have ever seen them used in page TS config.
