[TYPO3] make title and alttext required

Bas, unfortunately I was wrong - eval required does not work for textareas, see
http://bugs.typo3.org/view.php?id=1402

I'm afraid that there is no easy way to achieve what you want. The easiest way
would probably be to implement your own eval function for altText and the like
by using a hook triggered by
$TYPO3_CONF_VARS['SC_OPTIONS']['tce']['formevals'][]

as described at
