[TYPO3] multilanguage typoscript configuration

I am not sure IF it really has been required, but some tutorial told me 
to do so...
another question that comes up now is whether the default language 
should be set up with an own language variable as condition and with an 
own "Website Language Record" in the Page Tree Root, which in fact has 
no references, but can't be deleted either.
