[TYPO3] "sys_language_softMergeIfNotBlank" for pages not working?

Ah, I think I found something. In the install tool in section "all configuration" subsection [FE] there is a field "pageOverlayFields". I simply removed "media" of this list. But I think a more consistent handling could be achieved if the TS parameter "sys_language_softMergeIfNotBlank" would be able to override this like expected. Is that something for the DEV list or bugtracker?
