[TYPO3] No "Actions" in Task Center?

I'm currently on page 73 in the TYPO3: ECM book, and it references an 
"Actions" in the Task Center. However, I have no such "Actions" page. I 
wondered if I needed to install an extension, so I looked for one in the 
EM. Indeed, I found something that looked like it called, sys_action -> 
"User>Task Center, Actions".

I installed it and cleared all caches. Still nothing in the Task Center 
(apart from the "regular" Quick Note, Recent Pages, Web>List module / 
root, and Tasks pages). This is with version 3.8.1, logged in either as 
Admin or a less privileged user. Am I missing something? (Obviously I 
am, but what?)
