[TYPO3] QuickStart - backend not accessible

Good afternoon to you all from the Niagara Peninsula of Ontario, Canada.
 This is my first post (fear and trepidation!)

I had hoped to search the list archives for some clues regarding the
issue I have, but they are currently not available, so it is with some
hesitancy that I approach (largely due to some admonitions I read about
trying hard first.. which I have done!)

Anyhow... I am a newb to Typo3, and to be frank, I have been warned away
from it ("It's too big, too hard, does too much"), but from what I have
read at typo3.com and .org, it seems like, once I get some sense of how
it all hangs together, the fit will be very good indeed  for the project
I am working on.  In any event, I am going to invest some time and energy
in finding out  ;-)

I have started with the 'Quickstart' version (quickstart-3.8.1), and have
worked thru the Install Tool, stamping out bright red error messages
(mostly permissions issues, thankfully) and small yellow warning
triangles as I go.  Got that done successfully, and was able to visit the
front end (YAY!!)

However, as soon as I went to visit the backend, the post-login page
presents me with these two error messages, which I haven't the vaguest
idea how to deal with:

The  Install Tool did inform me of the fact that php is in safe mode,
(and also that I need to install image manip software - Imagemajik)  Any
clues would be greatly appreciated!
