[TYPO3] create extension with backend editing for different languages

Hello,

I need to create an extension so people can manage address data.
The problem I have is that (for example) a dutch editor can only edit 
the data from people in the Netherlands, a belgian editor can only edit 
the data from people in Belgium, etc...

Is this easy to do?
Perhaps some info, tutorial would come in handy.
