[TYPO3] changing username

this is not a typo3 issue it is webserver/filepermission related.
If you changed the uid of the webserver/cgiuser you need to change the
ownership of files in fileadmin
too. Otherwise the webserver (i.e t3) isnt able to write to directories
created with the former uid.
