[TYPO3] Install\PHP problem

Update

This is looking less and less like a Typo3 issue and more of a setup 
issue. I can see that sessions are created but not read back.. what the 
heck should I be looking for in Apache or PHP??

I know it may not be T3 related but any  help would be great.
