[TYPO3] NF_Downloads problem with Typo3 v.4

I have problems with NF_Downloads extension in Typo3  v.4, it uses tslib 
folder and i can't find it in my source files. How can i solve this problem?

Is there any other extension for control the downloads in version 4?
