[TYPO3] Enable template editing for non admins?

Hi all!

Is there a way to enable template editing for non-admin users? I got a
fairly large site with several sub-organization having there own page
trees inside the TYPO3-installation.

The sub-organizations got there own web masters and several of them want
the possibility to control there own templates. Is that possible?
